Hundreds of Montreal residents have come out against a plan to relocate the city’s casino to a working- class neighborhood. The Montreal Public Health Department and the Quebec Public Security Department have been among the strongest opponents of the plan. Yesterday, the Montreal Public Health Department held a public conference to speak out against moving the casino, at which the department reported the results of an impact study on the proposed move. "From a public health point of view, there is no doubt relocating the casino will increase the numbers who use it and the number of problem gamblers," public health director Richard Lessard said He said that the organizations which are in charge of the move should re- consider the action. If they do ultimately decide to move the casino, in spite of public health concerns, they should work closely with the community in the planning and development of the casino. The Quebec Public Security Department said moving the casino from the tony Ile Notre Dame area to the working- class Peel Basin could add to problems of theft, fraud, and organized crime. The neighborhoods around the Peel Basin, Point St. Charles, St. Henri, Little Burgundy, and Verdun, are among the poorest and most problem- ridden in the city of Montreal. They have rates of poor health, child abuse, and juvenile delinquency that are higher than any other area of the city. "These are vulnerable areas, and the casino will only add to their problems," said sociologist Serge Chevalier, who was the lead researcher on the public health study. The study found that most people who are addicted to casino gambling in Quebec are young, male, earn lower- than- average wages, are members of an ethnic enclave, and live within walking or easy driving distance of at least one gambling venue. "We're happy to see the report because it confirms scientifically a lot of things we have been saying based on our experience," said Jean Lalande, spokesperson for Action Gardien, a coalition of groups in Point St. Charles that have come out against the proposal. "Common sense told us that bringing the casino within walking distance of thousands of people in a disadvantaged neighborhood was a bad idea." The proposed $1 billion casino complex is twice the size of the casino on Ile Notre Dame. It is planned for the Peel Basin area as part of a larger redevelopment program, including an exhibition hall for the Cirque du Soleil, a conference center, and a hotel. Lessard said that linking the Cirque du Soleil with the casino is incongruent. "The Cirque is something we are proud of. Do we want to use the Cirque to promote gambling when we know the problems gambling can create?"
